In this multi-functional role, you will lead engineering and design activities of complex, sophisticated mega-capital projects that our client is developing in a number of new technologies.
The Project Engineering Manager will be accountable for the development of complex execution strategies to successfully complete the work, including engaging multiple execution centers around the world, third party engineering firms and specialty contractors.
You will be expected to expertly translate project goals into engineering plans. The Project Engineering Manager will be responsible for leading the overall Engineering team, including multiple Project Engineering Managers, during the course of project development through to Construction and startup.
You will be directly engaged with Project Management, Construction Management, Project Controls Management, and Supply Chain Management key partners in ensuring that Engineering is fully integrated into the overall plan and schedule for the project.
You will be expected to drive a collaborative relationship within multi-offices and multi - cultural environment to meet project goals. In addition to leading the Engineering team, you will review and assess performance against the project’s engineering schedule, and handle changes to mitigate impact to the scope, budget, or schedule of a project.
This role is located in Houston, Texas. The Senior PEM role requires domestic and international travel 25-30% of the time.
RESPONSIBILITIES AND ESSENTIAL DUTIES:
- Develop overall Engineering and Design Execution Strategy and ensure completion of Functional Execution Strategies by lead engineers.
- Provide key inputs to the Project Execution Strategies (Modularization, Procurement and Contracting, Construction Packages, etc.) and make strategic decisions that affect the functional engineering areas of responsibility.
- Develop designs for the entire project, leading to quantity take offs in support of the major estimates to be prepared.
- Be a critical member of the project leadership team along with the Project Manager, Project Controls Manager, Procurement Manager, Contracts Manager, and Construction Manager.
- Lead the engineering aspect of project initiation activities and collaborate with the Project Manager on overall activities.
- Ensure alignment of engineering activities with the Procurement and Contracts Plan, and the Project Construction Plan.
- Develop and ensure functional understanding of regional and multicenter scope splits between FEED and Detailed Engineering Design phases.
- Facilitate comprehensive engineering designs by ensuring alignment between groups.
- Direct internal and external resources to produce delivery on schedule and on budget, monitoring progress and performance.
- Empower the project team to meet critical goals.
- Ensure effective technical coordination with clients and third- party representatives.
- Resolve issues arising from resource constraints.
- Lead subordinate Project Engineering Managers engaged on the project.
Minimum requirements and qualifications
Bachelor’s Degree or higher in Engineering. Min. 20 years relevant professional experience. Has led a minimum of three complete EPC projects, one of them valued greater than $1B TIC, and at least one project which involves innovative/complex execution strategies due to challenging location, business objectives, new market developments, or new technologies.
Proven track record in the management of basic and detailed engineering activities of very large process plants. Ambition to increase responsibility in this role (e.g. more complex projects) or other roles in Engineering. Proven ability and desire to mentor junior Project Engineering Managers and members of the Engineering and Design team to come together for successful execution of mega projects.
Strong organizational, communication and facilitation skills. Ability to bring team together to achieve project targets and goals. Good commercial awareness with ability to manage change.
Experience directly coordinating the development of some or all of the following engineering and design deliverables and activities:
- Heat and Material Balance
- Process Flow Diagram
- Equipment List
- Materials of Construction Review
- Plot Plan Review
- HAZOP & HAZOP Close-Out
- P&ID Reviews (operability, reliability, scope completeness)
- Risk management
- Equipment specifications for Procurement and Requisition List
- Worldwide sourcing of major commodities such as equipment, modules, and fabricated pipe and steel.
- Equipment criticality rating Inspection and Test Plans
- Vendor Document integration into overall design
- Plant Design & Model Reviews (30%, 60% and 90% model review) Module Packages and all critical equipment packages
- Construction execution planning and backwards support planning to support path of construction
- Familiarity with the contents of fabrication and construction packages, typically: Piling and Foundation Design, Civil Design (Underground drainage, buildings, road, fencing, etc.), Shop-fabricated Pipe and Steel, Mechanical Design (Pipe & Structural steel), Electrical & Instrument Design, Insulation & Painting, etc.
