Our client, a leading company in its sector, is looking to appoint a successful National QHSE Manager.

Purpose of the position

The National HSE Manager is responsible for all HSE aspects within COMPANY operations in Mozambique

1. lt includes the effective day-to-day management of the results generated by the entity.

2. lt includes compliance with Group compliance requirements

3. Contribute to maintaining, update, implementing and ensure compliance of the internal SHE Management System.

4. Ensure implementation and compliance to current ISO 14001 and ISO 45001.

Experience & Qualifications

• Environmental Qualification or Degree, or related field or NEBOSH/SAMTRAC Certificate, from a recognition local or international tertiary education institution.

• ICQ-IRCA ISO 9001:2015 / lSO 1400112015 I ISO 45001:2018 or lN4S Auditing certificate,

• A minimum of 5 years' experience in a management position.

• Proficient in English and Portuguese.

• Above average computer literacy in MS Office.

• Thorough understanding of the requirements of ISO 1400'1:20'15 and ISO 45001:2018 standards,

• Mozambique HSE Legislature and Client HSE needs.

 

Authority

• To manage the national HSE compliance needs wihin COMPANY.

• Has access to the highest level of authority when performing HSE Managerial duties.

• ldentify deviations from the HSE Management System, External Body Requirements and Mozambique

• Legislature, and perform investigations. root cause analysis and implement corrective measures on deviations observed or highlighted.

• To ensure that each depot of COMPANY meets its HSE objectives in carrying out its activities to meet customer requirements.

• To ensure that Occupational Health, Safety and Environmental requirements are maintained at all COMPANY Depots.

 

HSE Responsibilities

• Ensure compliance with obligations and morals in relation to compliance with National, COMPANY, and HSE requirements.

• Ensures Health and Safety is the number one goal by following policies, and processes, and acting in a safe manner at all times.

• Ensure that the Handling, treating, and disposing of waste responsibly in accordance with regulatory requirements.

• Use natural resources responsibly.

• Participate in all emergency drills.

• Enforce SHE policies and procedures.

• To guarantee the observance of rules on hygiene and safety at work, as well as to investigate the causes of work accidents and occupational illnesses and to take appropriate preventive measures.

• To provide employees with good physical and moral conditions at work.

• Identify HST Hazards/Aspects and Risks/Impacts in their areas of operation.

• Ensure that all personnel under your authority list stop cards as required.

• Participate in the Work Safety Analysis and Equipment Verification before the start of tasks.

• Ensure the implementation of Safe Work Procedures in their areas of reference.

• Identify SHE Hazards and Aspects in their respective departments or control areas.

• Write Safe Work Procedures.

• Implement and manage controls and practices for legal compliance.

• Implement corrective and preventive actions for legal and internal audit non-compliance.

• Record, relate, act on, and close all non-conformities.

• Implement agreed actions resulting from audits.

• Ensures the fulfilment of objectives and targets in the control areas.

• Have the authority to Stop Work in cases of unsafe conditions or behaviours observed.

• Ensure compliance with and follow all safety rules and procedures established by the company.

• To call regular meetings such as Management Review Meetings, attend Site Quarterly Meetings (where possible) and call other meetings to address all HSE related matters, give feedback after audits, as well as to evaluate and communicate the effectiveness and importance of the HSE Management System within the Company.

• To represent the Company as HSE contact during external audits by customers (where possible),

• regulatory bodies, etc. and to liaise with these auditing bodies regarding HSE related issues.

• Ensure that the HSE Management System is implemented, maintenance and continuously improved at all times.

• Perform final review and/or approval of all HSE Management Procedures and Standard Operating

• Procedures.

• Review all complaints raised by customers and tasking the relevant operations management in resolving the complaint.

• To perform scheduled internal audits in accordance with the HSE Procedure for lnternal Audits and the Audit Schedule.

• To ensure scheduled witnessing of activities are carried out as scheduled.

 

Duties

To devote attention, abilities and skills to all aspects of HSE Compliance requirements, including but not restricted to the following:

• Keeping abreast of development and legislation in HSE issues relevant to the company and to make the required recommendations to Top level management in this regard.

• Scheduling and implementation of Training programs in coordination with the RH and Depot managers.

• Ensure that the HSE Management System is implemented, maintained and improved at all times through consistent application of COMPANY HSE lMS, current ISO 17025, ISO 14001 and ISO 45001, external bodies and local legislature that ensures good operating practices which prevents and/or minimizes deviations.

• Being present during external audits and liaison with external bodies, any other relevant accreditation, or regulatory bodies as well as External Auditors from customers regarding HSE related issues.

• Ensuring that HSE personnel maintain the relevant system in such a way as to continually meet the requirements of current applicable ISO standards and regulatory requirements in all applicable areas.

• Review all Corrective Action Requests (C.A.RS) as reported and their evidence as part of checking the appropriateness of the corrective action, root cause analysis (where applicable) and evidence put in place to close the C.A.RS., Monitor all open C.A.Rs on and liaise with the depot management for their closure.

• Ensure Corrective Action and root cause analysis (where applicable) is properly implemented.

 

Communication & Feedback

• Reporting of the performance of HSE in IMS System, to the SHE General Manager, Country Operations Manager, & Depot Management.

• Reporting SHE related issues within the company, including but not limited to, Occupational Health & Safety.

• Committee Meetings, risk and opportunities; HSE monthly reporting, incident accident investigations etc.

 

Mentorship & Skills Transference

• Ensure all subordinates and colleagues are up skilled and ensure transference of skills through mentorship and coaching,

• Provide training and guidance for all employees and ensure they are assisted.
