Our client, an independent leader power producer operating and developing power projects in Africa, is looking to appoint a successful Solar (PV) Plant Manager to based in Zambézia. 


Responsibilities:

•    Action and guidance to all site-based operations personnel including the Community Liaison Officer (CLO).
•    Direction and guidance to outside 3rd party contractors, consultants & engineers 
•    Ensure the O&M contract services between CLIENT and Contractor are executed within the required quality, cost and timing metrics and requirements.
•    Ensure all plant activities are carried out in compliance with regulations, laws, policies, and procedures governing health, safety and environmental matters including all procedures of the HSESS Integrated Management System.
•    Manage the O&M team in operating the plant, SCADA control systems, medium and high voltage circuit breakers/switchgear/equipment as well as managing the interaction with the dispatch center.
•    Play a leading role in implementing and improving the Asset Management System.
•    Monitor the performance of the maintenance program, ensuring the execution of all maintenance work including parts purchasing, equipment repairs, and inventory management.
•    Identify and help to resolve technical issues affecting production or plant reliability.
•    Participate or manage the implementation of CAPEX projects change processes.
•    Supervise contractors at the plant site ensuring that work is done correctly and in compliance with contract terms.
•    Has strong, regular communication with Operations and Technical Director on plant operations and maintenance activities and spending, including regular reports and assisting with the annual budget preparation.
•    Maintains satisfactory community and public relations through direct contacts with community individuals or groups.

Plant Operations
•    Accountable for operational outcomes and technical performance. Delegates responsibility for daily asset operations to asset staff and/or contractors
•    Responsible for overseeing lifecycle asset management plans.
•    Accountable for asset reporting on weekly and monthly basis
•    Accountable for capex projects
•    Ensures company ERP system (IFS) is used effectively for plant management, consistent with company policies and guidelines.

Reporting
•    Ensures that the Operations and Technical Director and CLIENT management are properly informed to enable them to form appropriate judgments.
•    Accountable for asset performance and reporting against KPIs, including health, safety, environmental, financial, operational, and contractual obligations.

Health, Safety & Environment
•    Ensures that plants have sufficient resources to be managed safely, and in an environmentally and technically optimized manner.
•    Ensure site-wide compliance with HSE systems and procedures.
•    Ensure a safe working environment and eliminate sub-standard conditions by complying with the Occupational Health and Safety Act, Basic Conditions of Employment Act and the applicable environmental acts.
•    Manage prescribed authorization and competency matrixes.

People Management
•    Aligns team goals with organizational goals and manages team resources effectively.
•    Ensures asset is appropriately organized and staffed to perform as required.
•    Provides input into, or is directly responsible for, all people management decisions including staff planning, recruitment, performance and conduct management and reward, for direct and roll-up reports.
•    Plans and coordinates training for direct and roll-up reports.
•    Motivates and guides direct and roll-up reports to achieve individual objectives.
•    Coordinates activities between asset and CLIENT management 

Contractor Management
•    Day-to-day management of contracting staff.
•    Foster positive work environment.
•    Ensure compliance with organizational policies and procedures.

Financial and Procurement
•    Oversees annual budget (CAPEX and OPEX) preparation.
•    Ensures financial control systems are adhered to.
•    Manage all site procurement within delegated limits.
•    Ensures all assets spent adhere to budget constraints.
•    Monitors asset performance against AOPs and budgets, including operational and capital expenditure.

Compliance
•    Ensures asset compliance with all legal obligations and with corporate governance standards.
•    Develops, manages, and maintains stakeholder relations and a positive company image.
 

Qualifications:

•    Electrical qualification at degree, diploma or master’s level.
•    5 years’ experience in applicable work experience preferably in utility power plant management or field electrical operations and maintenance ideally with experience of switchgear, circuit breakers, protective relay systems, inverters, transformers and switching.
•    Experience in contract management, plant management, manufacturing, heavy industry, construction, or utilities.
•    Supervision of construction and operations site activities, ideally on a solar plant.
•    Familiarity with major project agreements such as Power Purchase Agreements, Generation Licenses, Grid Connection Agreements, Land Agreements, Lenders Agreements and EPC agreements is desirable.
•    Knowledge of or experience with SCADA is an advantage.
•    Direct experience in the management of teams, staff, contractors.
•    Experience in establishing, monitoring, and managing operations budgets.
•    Fluent Portuguese, English and preferably the local dialect (chuwabo and/or makhuwa).
