Our client, a global leading provider in the Energy industry, is looking to appoint a successful QA/QC Lead to be based in Afungi.

JOB DIMENSIONS

•    Mozambique LNG is a strategic project– order of magnitude cost of $18 billion.
•    Onshore facilities include 2 LNG trains (total of 13 mtpa), LNG and Condensate storage, Marine Facilities (Jetty and loading facilities), Utilities and Early Site Infrastructure (Resettlement Village, Security works, airport, permanent camps, and roads)
•    Onshore EPC contracts contract value is approximately $9 billion, including Construction at circa $4 billion 
•    Site Personnel on Board is expected to peak at 15,000.
•    The CIVIL QA/QC Lead manages a team of up to 10 personnel (1 to 3 direct).

ACTIVITIES

•    Inspire safety commitment in Client and all Contractors and Subcontractors teams via deep knowledge of HSE and leadership by example.
•    Ensure compliance with all relevant HSE requirements across works to promote a healthy and safe work environment.
•    Analyze and report performance of all Contractors and Subcontractors activities, identify any deviations/risks and contribute to timely propose mitigations to Project Management Team
•    Assist the Area Manager to ensure compliance with agreed standards and specifications.
•    To maintain good relationships with Contractors/Subcontractors, whilst ensuring the necessary controls are in place to achieve the objectives of the Project.
•    Report activities which may have a detrimental effect on schedule and cost Area Management Team. 
•    To liaise with other disciplines, Safety, Cost, Planning and Administration sections to improve effectiveness of the Team
•    Keep Area Manager informed of all events which may affect the successful completion of the project goals.
•    Act as primary QA / QC / Inspection Representative with main Contractor ensuring that he is fully conversant and compliant with all Company project QA / QC / Inspection related standards and procedures.
•    Review/comment on contractors’ quality plans, ITP’s and related documentation. 
•    Ensure correct inspection manpower levels are maintained by contractor and subcontractors.
•    Ensure that all nonconformities are resolved, track trends and make recommendations to Area Manager and Project Management Team
•    Manage the following Site QA / QC / Inspection interfaces and ensure that Company / Project standards and procedures are fully aligned: 
•    Participate in daily/weekly/monthly meetings as required.
•    Compile necessary reports (daily/weekly/monthly) related to the discipline and scope. 
•    Advise Area Manager and other Discipline Superintendents on all aspects of QA / QC / Inspection Management and ensure that interfaces with other disciplines are managed effectively.
•    Supervise and control the Contractors, their sub-contractors and extended supply chain in all QA/QC and Inspection activities, to ensure that the Plant is constructed in compliance with COMPANY specifications, agreed external specifications, approved procedures and drawings, etc.  
•    Provide leadership, supervision, guidance and mentoring to personnel with a focus on National development.
•    Assist to gather and validates ‘lessons learnt’ from all project team and provides feedback. 

CONTEXT AND ENVIRONMENT 
•    Project entity is a multinational joint venture, has a large social performance element and is project financed by high profile lenders.  
•    Afungi Site is extremely remote in Northern Mozambique with unreliable infrastructure and communications.
•    The site is subject to mitigation measures based on Malaria, COVID pandemic and general security risks.

•    Primary objective is to ensure that all project CIVIL QA/QC activities are conducted in a manner compliant with Project requirements with EPC Contractor as per project rules including project objectives for HSE, Quality, Schedule and Cost aspect.
•    Coach and monitor Company, contractors and subcontractors’ personnel to ensure the required standards are met.  
•    Coordination with other departments for the safe and on?time execution of the work, to deliver a fit?for?purpose facility.

QUALIFICATIONS/EXPERIENCE REQUIRED.

•    Engineering degree or equivalent in related discipline with post qualification in QA and QC/Inspection within Oil & Gas
•    15 years’ experience in related discipline works and a suitable general knowledge in oil and gas industry.
•    Minimum 10 years of specific CIVIL QA/QC previous experience.
•    Full understanding of areas critical to the success of large complex projects: safety, environmental, work organization, cost, schedule, quality, organizational competency, and reputational risk.
•    Strong HSE culture and safety leadership, effective communication, and leadership skills with the ability to influence critical decisions.
•    Strong English written and verbal communication skills required. Portuguese or French is advantageous.
