Our client, a global leading provider in the Energy industry, is looking to appoint a successful PIIM Coordinator to be based in Pemba.

JOB DIMENSION

Project induced in-migration (PIIM) is a phenomenon associated with the development of large-scale projects including extractive industries. The Project has developed a Project Induced In-migration Management Plan that seeks to contribute to the effective management of the positive and negative impacts of in-migration, addressing areas such as spatial planning, urban planning, community health and village-level governance to manage change. The Project Induced In-migration Program Coordinator will assume primary responsibility for the field delivery of the PIIM Plan and oversight of implementation partners.  

ACTIVITIES

•    Serve as primary point of contact for PIIM stakeholder engagement and program delivery in Palma District 
•    Build relations with District government departments to ensure awareness and understanding of PIIM and promote timely government leadership in addressing PIIM issues. 
•    Organize, attend and participate in the multi stakeholder meetings at district level; documenting and following up on important actions and decisions from meetings; Ensure stakeholder views at the district level are managed towards the best solution. 
•    Participate in meetings with communities and households, as required.  
•    Review and provide inputs to the implementation partners’ execution strategies, plans and procedures and monitor how successfully they are being executed.  
•    Manage IPs (Implementing Partners) implementing the assessments and programs under PIIM. 
•    Ensuring that IPs adhere to frameworks and all documentation is maintained appropriately for each program. 
•    Coordinate program activities with inter-related activities of other programs, departments or staff to ensure optimum efficiency and compliance with appropriate policies, procedures and specifications. 
•    Produce progress reports on the IP implementation of programs under PIIM.  
•    Work with Social Performance Monitoring & Evaluation to collect data and measure the progress of the implementation of the PIIM programs. 
•    Management of the IPs that will be delivering the agricultural, fisheries and diversified livelihood re-establishment programs.  
•    Act as focal point between IPs, the Project, Government, affected households and the wider community.   
•    Track fulfillment of fisheries livelihood obligations and advise the livelihood supervisor of adaptive implementation management required. 
•    Conduct random field visits to monitor program implementation.  
•    Build relations with District and Provincial governments to ensure awareness and understanding of PIIM and promote timely government leadership in addressing PIIM issues. 
•    Define relevant Scopes of Work, identify and contract potential implementation partners to deliver key programs.  

QUALIFICATIONS 

•    University degree in social sciences or other relevant areas (e.g., Sociology, Rural Development, Agronomy, Community Development, etc.). 
•    At least 5 years of relevant working experience in the development field, preferably in one or more areas of PIIM management, including spatial planning, urban planning, community health and/or community capacity building. 
•    Good project management skills and results driven. 
•    Field experience with large scale extractive industries preferred. 
•    Experience in working in remote areas of Mozambique. 
•    Experience of working under international standards and lender’s requirements.
