Our client, a global leading provider in the Energy industry, is looking to appoint a successful Fisheries Project Supervisor to be based in Cabo Delgado.
JOB DIMENSIONS
The Fisheries Project Supervisor is responsible for leading the fisheries team (resettlement and fish-to-dish program) and for the coordination and oversight of all entities responsible for implementing fishing upstream strategy (resettlement and non-Resettlement initiatives – fisheries related).
ACTIVITIES
- Support recruiting, onboarding, coaching, upskilling, and mentoring of the Fisheries Project implementation team
- Liaise with the Project Support Services, Security and HSE teams to coordinate logistics for the field teams, HSE training, equipment provision and escorts as applicable
- Prepare new SOWs and update existing ones for contracting of implementation partners for implementation of the various fisheries project programs.
- Develop and manage the implementation of fisheries programs activities to achieve project goals and objectives including designing and implementing relevant indicators, monitoring and evaluation systems and frameworks as per the company guidelines
- Develop livelihood reestablishment and development implementation schedule and budget and undertake implementation monitoring
- Oversight and management of the implementation partners/ contractor/ consultants that will be delivering the fisheries restoration and development programs
- Review implementation strategies, approaches, plans and procedures for fisheries programs work scope
- Assess and rank household progress on livelihood restoration and development program; justify changes in household ranking
- Identifying risks to PAPs, particularly vulnerable PAPs related to fisheries program, and help identify mitigation measures
- Conduct regular visits to project implementation areas and advice and support field staff with the identification and solution of technical issues
- Provide support for the mid-term and completion performance reviews for the livelihood restoration and development programs
- Act as focal point between implementation partners, the Project, Government, affected households and the wider community
- Observe the Safety, Health, Environmental and Social aspects of the execution of the implementing partners’ scopes of work; seek to help them improve their performance through intervention
- Execute other tasks assigned by Manager
ACCOUNTABILITIES
- The post holder is responsible for the successful implementation of the Project Fisheries Program re-establishment and development programs
- The post holder is responsible for engagement with affected communities and the various Government entities on matters related to compensation program implementation
QUALIFICATION/EXPERIENCED REQUIRED
- University degree in relevant area, including rural development, economics, sociology or geography
- Minimum of ten (10) years of experience in implementing livelihood re-establishment and development programs in rural setting in fisheries program management iniciatives
- Proven ability to mentor, coach and manage teams required.
- Proven experience managing implementation partners including technical and financial management and monitoring.
- Proven experience of the execution of land-based and non-land-based livelihood restoration programs for large-scale resettlements
- Negotiation and conflict management skills
- Proven ability to multitask, work independently, and manage significant workloads and competing demands whilst meeting Deadlines.
- Strong interpersonal skills (Confident, Calm and Reasoned) with the capability to coach, support, and successfully influence at all organizational levels (including Contractors).
- Excellent analytical skills and detail-oriented with competence in writing reports
- Fluency in Portuguese and English (written and spoken) required.
- Excellent communication skills with a proven ability to develop and maintain good relations with stakeholders including local communities, government authorities, implementation partners, and CSOs/NGOs
