Our client, a global leading provider in the Energy industry, is looking to appoint a successful Finance Manager to be based in Maputo.

PROJECT DIMENSION

The Project is a new thermal 456MW gas fired power plant under construction to be commissioned by 2024. It is in the remote area of Inhassoro – Inhambane province and the expected production will be significant for Mozambique.

 This is a transformational project for Mozambique as it unlocks a large value chain investment of approx. US$ 2billion for gas production, electricity generation, electricity transmission.

 As the major shareholder in the project, the client will be managing the construction and preparing for the operation and maintenance (O&M).

 

The purpose of this role is to oversee the financial management of the Temane construction project through to operations. Responsible for the preparation of company financial records and internal / external reporting for the project. This includes the finance reports for the Plant Director, lenders and shareholders, and maintenance of general ledger accounting records and tax records, monthly management accounts and support the preparation of the statutory financial statements. 

 

This is a Maputo, Mozambique based position, with regular travel to the Temane.

KEY RESPONSIBILITIES

Resource Management

Project spend of over US$ 600m (Gross) for construction. 450MW CCGT plant.

Construction reporting:

•    Finalize and close out overall construction costs for the project for all line items, suppliers, currencies, contracts.

•    Support the closure of any claims relating to the construction of the plant. 

•    Transfer learnings from the project and close out to any future projects, particularly in Mozambique. 

Financial reporting:

•    maintenance and responsibility for the accuracy and timeliness of the books and records, including general ledgers and financial reporting.

•    Support month end closing routines as per the month end closing instructions.

•    Preparation and maintenance of the fixed asset ledgers ready for operations.

•    Support preparation of local annual audited accounts/financial statements.

•    Identify and assist in the resolution of new accounting issues.

Lender reporting:

•    Manage lender debt service for the project.

•    Prepare all financial reporting obligations to lenders (including covenant ratios). 

Controls:

•    Ensure fully up to date general ledgers are maintained in IFS for Temane with all entries being recorded in the system.

•    Ensure that Group accounting policies and procedures, as well as external reporting standards, are established and observed.

•    Design a robust set of internal procedures and controls and ensure ongoing compliance.

Shareholder and Group reporting:

•    monitor all shareholder / Group reporting requirements, deadlines, and status. This will include reporting of monthly actual and project forecast information.

•    agreeing intercompany transactions with Group and other related parties.

Treasury planning and operations:

•    Cash management responsibility for the Temane project, ensuring cash use is maximized and all lender covenant requirements are met.

•    Support payments to suppliers in accordance with contractual arrangements.

•    Ensure all funds received are registered with the Central Bank.

•    Manage distributions back to Shareholders / Group in line with budget.

Tax Compliance:

•    Oversee all tax issues including close out of any remaining construction related taxes including import duties, sales taxes, duties and levies, tax incentives.

•    Maintain a schedule for investment tax credit, according to the requirements from tax authorities.

•    Ensure tax compliance requirements are met, including preparing all corporation tax, VAT and WHT returns.

•    Manage external tax advisors and coordinate advice as required. 

REQUIREMENTS

•    Qualified accountant with appropriate construction or project management experience

•    Fluent in English and Portuguese.

•    Chartered accountant registered at OCAM.

•    10 years general finance experience with minimum 05 years’ experience in project reporting.

•    Demonstrated successful understanding of detailed project documentation.

•    Experience in preparing cash reports and debt service under facility documents.

•    Detailed accounting/reporting knowledge with experience of all aspects of financial accounting and tax. 

•    Operational autonomy.

•    Legal document review and general understanding.

•    Self-starter happy to take a hands-on approach to day-to-day accounting activities in addition to higher level matters such as budgeting and cashflow forecasting.

•    Communication, especially relationship management, influencing & written skills.

•    Decision making, specifically ability to absorb & interpret data / information.

•    Ability to adapt in a changing environment.

•    Advanced computer skills – spreadsheets, accounting systems
