Our client, leader in transmission, distribution and distributed renewable energy in Africa, is looking to appoint a successful Environmental & Social Manager to based in Maputo. 

Responsibilities:

The E&S Manager’s primary role is to manage all E&S related work throughout the duration of the Project construction phase. He/she will work closely with the Project Director, E&S Consultant, EPC, CLOs, local communities and all other relevant stakeholders. 

The successful candidate would be responsible for overseeing all E&S aspects of the Project, including the following: 

•    In collaboration with E&S team, develop an Environmental and Social Management System (ESMS) that is aligned with the company ESMS and Good Industry International Practice (GIIP) and includes Gender-based violence and harassment(“GBVH”), Sexual Exploitation and Abuse (“SEA”) and a Grievance Redress Mechanism (“GRM”); 

•    In collaboration with the Project Developer and EDM E&S Departments and building existing E&S Management Plans, oversee the development and implementation of an Environmental and Social Action Plan (ESAP) for the Project; 

•    Provide capacity building to the Project Developer and EDM E&S Employees on GIIP, ESMS requirements, and ESMS implementation. 

•    Coordinate internal and external audits of the EPC and EDM E&S Departments and ESMS, and oversee the implementation of corrective actions; 

•    Provide E&S oversight of the Owner’s Engineer and other Contractors; 

•    Ensure the Project complies with Mozambican Environmental and Social legislation and GIIP; including liaison with local, regional and national authorities; 

•    Provide E&S oversight of the ESIA/RAP Consultant during the planning and development phase; 

•    Develop the Project’s ESMS which should include among others an ESG policy, Human Rights Policy Statement, Grievance Redress Mechanism (GRM) etc and communicate the same to all Project employees; 

•    Ensure that a GRM is established for communities, provide training in the application/use of GRM procedures throughout the project period and maintain, respond and manage any grievances or concerns that may be reported by community members against the consultants or about the project; 

•    Review the ESIA/RAP consultant's Code of Conduct and H&S policies and ensure enforcement of these when on site e.g. the use of proper PPE and adoption of defensive driving; 

•    Supervise the preparation of all E&S Studies and manage items such as Gender Based Violence and Harassment (“GBVH”) and H&S; 

•    Engage the Social & RAP specialist to identify issues related to the professional conduct of the consultant's field teams. If there are any concerns, the E&S Manager has a responsibility to inform Gridworks’ E&S team and the Consultant. 

•    Manage the Social/RAP specialist to ensure that they carry out tasks in a professional and efficient manner; monitor their performance & make recommendations on how to improve performance; assign tasks as need be and monitor expenses presented by the specialist; 

•    In collaboration with the consultant, the Social/RAP Specialist and the External Social/RAP Advisor, identify the hotspots along the route line which will require hands-on monitoring and supervision of field enumeration team; 

•    Coordinate with the Social/RAP specialist to ensure that the consultant has adequately identified PAHs along the route line and that the census and asset surveys are conducted along the whole line route; 

•    Support the Social/RAP specialist in monitoring the consultant's field teams especially in areas identified as hotspots; 

•    Supervise the verification of information received by the consultants regarding concessions, DUATs rights or other overlapping land rights at district level; 

•    In collaboration with the External RAP/Social Advisor, review the RAP and ESIA methodology and surveys to ensure these tools conform to national and international standards; 

•    In collaboration with the Social/RAP Specialist review raw socio-economic data to ensure accuracy of bornes, coordinates of each parcel of land affected, assets surveyed including structures, crops, trees etc; 

•    In collaboration with the External Social/RAP Advisor, review all deliverables presented by the Consultant and ensure that they align to the terms of reference (TORs) proposals and contract; 

•    Prepare FAQs and other communication materials that will be used during the public consultation meetings and participate in provincial-level and selected district level public consultation forums; 

•    In collaboration with the consultant, ensure that the relevant national level stakeholders are adequately engaged by the consultant about the Project; 

•    Ensure that the Project Developer undertakes a detailed gap assessment between the ESMS and Owner’s Engineer ESMS and each contractor ESMS to identify and address any potential gaps; 

•    Ensure that all participants in the RAP Implementation process including EDM, the Project Developer, Consultants, RAP Contractors, and RAP Supervisors perform their respective function with integrity and excellence and in compliance with GIIP and the ESMS; including ensuring clear, effective and efficient communication and reporting between all participants, PAPs, and community members; 

•    Provide support and training and involve the Project Developer’s E&S Department to monitor EPC Contractor to ensure compliance with GIIP; in particular labour management and local employment and oversee how the EPC Contractor implement and elaborate the construction workers accommodation and welfare facility management arrangements; 

•    Respond to changes in project implementation or unanticipated site activities which are not addressed by the ESMS which could potentially have E&S impacts and advise the Project Developer and the relevant contractor as required; 

•    Represent the Project Developer with external stakeholders; 

•    On a weekly basis, review the PAH database developed by the consultant to countercheck the accuracy of reporting on assets and other socio-economic data; 

•    Hold weekly debriefing sessions with the Consultant to get progress reports; 

•    Review weekly and monthly progress reports to ensure that the information is accurate as per the hands-on supervision and monitoring undertaken by the social/RAP manager; 

•    Prepare quarterly reports to the Project Developer’s E&S Expert and Department highlighting progress against the ESMS Implementation Action Plan, and overview of planned activities on all aspects of the Project and associated risks and proposed mitigations; 

•    Together with the company E&S team, coordinate the Lenders ESDD; 

•    Coordinate with the Consultant to send the ESIA and RP studies to MTA for review; 

•    Coordinate with the Consultant to receive the environmental permit on time; and, 

•    In collaboration with the company E&S team, review invoices/timesheets to ensure that they align to the agreed financial proposal and payment schedule. 

Qualifications:

•    Advanced university degree (masters or equivalent) in a relevant discipline, preferably environmental engineering, environmental or social studies; development studies / development finance; or a similar area; 

•    At least five years’ work experience in a related field (relevant sector, E&S and / or sustainability etc), preferably within E&S consulting, development finance or private equity / the wider investment industry; 

•    Experience working in an environmental and social role in Mozambique; 

•    At least five years’ experience working in a social specific role ; and

•    Fluency in English and Portuguese. 

Technical skills: 

•    Knowledge of relevant sectors and E&S issues – Required; 

•    Insight into the challenges associated with implementing E&S improvements in Mozambique – Required; 

•    Experience working on Transmission line projects; 

•    Experience analyzing the E&S management systems of companies; 

•     Significant experience implementing the Equator Principles and the environmental, social, health and safety standards of international finance institutions such as the World Bank, International Finance Corporation, African Development Bank, European Bank for Reconstruction and Development etc. on major construction projects is essential; 

•    Experience in developing and implementing ESIAs, RAPs/LRPs, ESDDs and ESMS development and on-the ground implementation; including monitoring and reporting to international lending institutions and corporate boards; 

•    Experience and demonstrated success in building local capacity across cultural and institutional contexts both in classroom and on-the-job training via participatory planning and implementation; including government employees, and local consultant and private sector employees;  

•    In depth understanding of how to implement mitigation measures identified in ESIA, RAP and E&S Management Plans, as well as undertake E&S Risk Assessments to define any additional management measures; 

•    Ability to independently manage and drive change processes, have insight into the challenges associated with implementing an ESMS, and sensitivity to building the teams capacity and motivating them to improve and take ownership of content. 

•    Sensitivity to, and awareness of the challenges of managing projects and team in a cross-cultural context; including working closely with local governments, local government employees, and local consultants; 

•    Considerable experience managing ongoing communications with international lending institutions including regular face to face meetings, progress and performance reporting, and preparation for and facilitation of regular audits (including closing out findings); 

•    Relevant experience overseeing E&S aspects carried out by the Owner’s Engineer & EPC; Demonstration of multi-stakeholder management skills; including the ability to build trust and long-lasting relationships as well as build consensus amongst a diverse range of stakeholders towards common E&S goals and realizations; Considerable experience of managing E&S activities on large scale, multifaceted complex power and transmission sector projects, in-situ, and often in remote areas; 

•    Significant practical experience in the development and management of social performance on internationally financed projects; including considerable experience in stakeholder engagement, local employment and land acquisition and resettlement; and 

•    Experience in facilitation transfer of relevant E&S knowledge, processes and lender expectations from the construction phase to the operations and maintenance phase.
