Our client, a global construction company, is looking to appoint a successful Technical Manager to be based in Nampula.

 

OVERVIEW

The Client is interested in developing Mozambique’s Chimuara – Nacala Transmission Line – Phases II & III Project. The Project is part of the Government of Mozambique’s plan to build a power transmission system to interconnect the central and northern regions of the country. The new infrastructure is expected to link Caia District’s Chimuara Substation, presently supplied from Matambo, northeast with Alto Molócue, Nampula and Nacala-aVelha. The Project is intended to increase the reliability of the electricity consumed in the provinces of Zambezia, Nampula, Niassa and Cabo Delgado. Upon completion, the Project is expected to enable industrial growth of central and northern provinces, especially the special economic zones (SEZs) located in Mocuba and Nacala, projects in the province of Cabo Delgado, and it will eventually facilitate regional interconnectivity with Tanzania. 

The Chimuara-Nacala project is structured in three phases: 

Phase I: from Chimuara to Alto Molócuè in Upper Zambezia. 

Phase II: from Alto Molócuè to Namialo, in Nampula province; and 

Phase III: covering the final stretch from Namialo to Nacala. 

 

ROLE AND RESPONSIBILITIES 

The Technical Manager and Coordinator will oversee and manage all technical elements involved in the development and implementation of a 400kV transmission line and its associated substations. This role is essential in guiding the workstreams of technical consultants, facilitating close cooperation with environmental, social, and commercial teams, and ensuring that the project adheres to the highest standards of technical performance, environmental responsibility, and health & safety. The Technical Manager will report to the Project Director and to the headquarters technical team and will move to a site-based position during the implementation stage. 

•    Act as the primary technical focal point for the project, coordinating all technical consultant workstreams and deliverables during the development phase. 

•    Collaborate closely with environmental and social teams to ensure technical designs align with environmental and social management plans. 

•    Work alongside commercial teams to provide technical input into project contracts, tender processes, and cost estimates. 

•    Review and validate technical designs, studies, and specifications developed by external consultants. 

•    Develop technical risk assessments and mitigation plans. 

•    Support permitting and licensing processes by providing technical information and ensuring regulatory compliance. 

•    Participate in project technical meetings and act as a liaison between consultants, internal teams, and external stakeholders. 

IMPLEMENTATION PHASE: 

•    Transition to a site-based role to oversee technical activities during project implementation. 

•    Lead and manage the project’s technical team, ensuring clear roles, responsibilities, and communication lines. 

•    Monitor the performance of the Owner’s Engineer and the EPC contractor to ensure adherence to technical specifications, project timelines, and best practices. 

•    Review and validate engineering designs, technical documents, and methods statements submitted by contractors. 

•    Ensure all technical work comply with environmental, social, health, and safety (ESHS) requirements and international best practices. 

•    Coordinate with environmental and social teams to ensure seamless implementation of ESHS plans. 

•    Identify and address any technical issues or deviations from project requirements in a timely manner. 

•    Prepare technical reports and provide regular updates to the Project Director and headquarters technical team. 

REQUIREMENTS

•    Bachelor’s degree in electrical engineering, Power Systems, or related field. 

•    Minimum of 10 years of experience in design, construction, and management of high-voltage transmission line and substation projects. 

•    Proven experience managing technical consultants and EPC contractors in large infrastructure projects. 

•    Strong understanding of transmission line and substation design, construction methodologies, and quality assurance processes. 

•    Familiarity with international technical standards (e.g., IEC, IEEE) and environmental and social guidelines (e.g., IFC Performance Standards). 

•    Fluency in English and Portuguese is required. 

ADDITIONAL INFORMATION

•    The position will be based in Maputo during the development phase, with frequent travel to the project site. 

•    During the implementation phase, the role will be full-time on-site. 

•    A valid driving license is required
